The overall aim of the project is to contribute to halting the rise of overweight and obesity in children and adolescents by 2020. JANPA stands for “Joint Action on Nutrition and Physical Activity”.

For 27 months, 26 European countries, with 39 public institutions and the technical support of the Joint Research Center of the European Commission and the WHO Regional Office for Europe, under the coordination of France (French Agency for Food, Environmental and Occupational Health & Safety – ANSES and French Ministry for Solidarity and Health - DGS), worked together within the “Joint Action on Nutrition and Physical Activity – JANPA”. The objective was to contribute to halting the rise of childhood obesity in Europe. JANPA is a “building block” for the implementation of the “EU Action Plan on Childhood Obesity 2014-2020”, initiated through the work of the member states within the High Level Group on Nutrition and Physical Activity chaired by the European Commission.

WP1| COORDINATION

The French Agency for Food, Environmental and Occupational Health & Safety - ANSES (France), is the work package 1 leader.

This work package is designed to manage and organise the JA work, to ensure that it is carried out as intended. An efficient consortium management and coordination of the different work packages is fundamental for the success of the Action. This includes stimulating effective exchange of information among all partners, management, coordination, budget management, guidance, leading meetings and interacting on the Joint action’s behalf with the European Commission (Consumers, Health, Agriculture and Food Executive Agency - Chafea, and DG SANTE), as well as other external bodies.

WP2| DISSEMINATION

The Istituto Superiore di Sanità - ISS (Italy), is the leader of the work package 2.

Internal and external communication is at the center of JANPA  dissemination. It involves all the partners and addresses all stakeholders in order to increase knowledge about nutrition and physical activity and the contributions that JANPA makes to the issues.

WP3| EVALUATION

The Alexander Technological Educational Institute of Thessaloniki - ATEITH (Greece), is the leader of the work package 3.

This work package assesses whether JANPA:

  • is being carried out as agreed in the Joint action Grant agreement
  • is on the right track
  • achieves its objectives.
WP4| COST OF CHILDHOOD OBESITY

The Institute of Public Health in Ireland - IPH IRL (Ireland), is the leader of the work package 4.

Considerable work has been done on the healthcare costs of adult obesity. Childhood impacts of obesity, however, are rarely included in obesity costing studies. Much more work is necessary to understand the impacts of childhood obesity as well as exploring non-healthcare (societal) costs in more detail.

Work package 4 starts to fill this gap by “developing the evidence-based economic rationale for action on childhood obesity”.

The technical objectives of work package 4 are:

  • to describe the lifetime impact and cost of (present-day) childhood obesity
  • to give a breakdown of these impacts and costs according to the year of occurrence
  • to assess the benefits of reducing childhood obesity by 1% and 5%.

WP 4 is based on an adaptation of the Foresight Obesity Model.

WP5| NUTRITIONAL INFORMATION

The French Agency for Food, Environmental and Occupational Health & Safety - ANSES (France), is the leader of the work package 5.

The main objective of work package 5 is to share, in the nine EU countries, the best practices on how the nutritional information on food and diet is gathered and used for nutritional policy by the different stakeholders: public health actors, food industry and retailers, advertising agencies, consumer organisations.

WP6| HEALTHY ENVIRONMENTS

The National Institute of Pharmacy and Nutrition - OGYEI (Hungary), is the leader of the work package 6.

Childhood obesity is influenced by various sectors beyond health. As this is increasingly being recognized, the EU Action Plan on childhood obesity is calling Member States to work on integrated approaches with a specific focus on kindergarten and school settings.

WP7| EARLY INTERVENTIONS

The National Institute for Health and Welfare - THL (Finland), is the leader of the work package 7.

Early intervention refers to actions and policies that are targeted to pregnant women and families with children up to the age of two. Providing counselling and proper information for future parents about the health benefits of breastfeeding, which is the first step to prevent childhood obesity, healthy diet and physical activity for children and adults, have long term positive impacts on the population. It is also crucial to include fathers and other care-givers as they also represent a model for future behaviour of children regarding both eating habits and physical activity.
