DfEs has launched the public consultation on joint statutory guidance on the Early Years Outcomes duty under the Childcare Act 2006 and will run until the 3 Sept. You can view the consultation document at http://www.dfes.gov.uk/consultations. The Childcare Act 2006 introduces a duty on local authorities to improve the outcomes of all young children aged 0-5 and reduce inequalities between them, through early childhood services that are integrated to maximise access and benefits to users, involve parents and PVI providers, listen to the "Voice" of young children and actively identify and encourage excluded families. Under the Act, Primary Care Trusts, Strategic Health Authorities and Jobcentre Plus must work with local auth! ! orities to fulfil the duties and help them achieve statutory targets . The draft guidance outlines how they should do this within children's trusts arrangements - underpinning the Sure Start way of working to pursue the ECM agenda through children's centres and extended schools. Senior managers and staff in LAs, PCTs, SHAs, and JCP responsible for the planning, commissioning and delivery of early childhood services, will have to have regard to this guidance in carrying out their functions under the Act. This guidance may also be of help and interest to parents involved in the design and delivery of services, for example, through children's centres, and to other providers of early childhood services, schools and providers in the private, voluntary and independent sectors.
